The key legislative documents for the Australian paid parental leave (PPL) government scheme frame fatherhood as an exceptional circumstance and promote mothers as the primary caregivers, perpetuating gendered stereotypes and undermining efforts towards gender equality, according to Australian research. The researchers say the initial framework clearly articulates that primary carers are assumed to be mothers, relegating fathers to a secondary role, accessible only under exceptional circumstances.
