How did Transurban get a monopoly on toll roads, bridges and tunnels in Australia’s east coast cities?

How did Transurban rise from being created to build and operate Melbourne’s first toll road in the mid-1990s, to being a monopoly operator of motorways across Australia’s three east coast cities? Researchers say that this growth has come from successful for-profit management of complex organisational and financial structures, but also because the company manages its regulatory environment with a level of intensity as least equal to the level needed for the management of its organisational and capital structures.
